Build a responsive news portal frontend that visually matches the layout and structure of economily.uz. Create semantic, accessible HTML + modern CSS (or React + Tailwind components) including: top bar with logo and search, sticky navigation with dropdowns, a large hero area with a featured article carousel, a multi-column article list (cards with image, title, excerpt, meta), a right sidebar with categories, popular articles and newsletter signup, and a full-width footer with links and copyright. Provide working responsive breakpoints (mobile/768px/tablet/1024px/desktop), keyboard accessibility for carousel and nav, and placeholder JSON data so components render without backend. Deliver production-ready code, clear file structure, and short installation/run instructions.
