Fix frontend hang: remove .gradio-container max-width (caused infinite ResizeObserver measuring loop, stuck on loading spinner)

Fix: open sqlite with check_same_thread=False (Gradio runs events in worker threads)

Fix: store session-id in gr.State instead of the sqlite Ledger (deepcopy of Connection was breaking every session)

English-default UI + bilingual agent + USA tax support (Schedule C/SE/federal) and expanded US+EN regulation corpus
